TRNC Health Committee announces new measures; Ada-pass now required in almost all sectors

Adapass will now be required from people who will bar and club, tavern, cafe, restaurant, supermarket, internet cafe, bet office, night club, barbing saloon, hairdresser saloon, beauty parlors, massage parlors, tattoo shops, sectors that will hold collective events, shops-boutiques, cinema-theatre halls, concerts -exhibitions, indoor sports halls, indoor swimming pools, hotels, casinos, youth camps, wedding-engagement-circumcision ceremonies, bingo, indoor children's playgrounds and, places of worship.

The new measures were taken by the Higher Committee for Infectious Diseases under the Infectious Diseases Law 45/2018 and will be implemented by the Ministry of Health.

ADAPASS is a system that will electronically query the test and vaccination status of people who will enter the enterprises determined by the Ministry of Health.

The criteria determined by the Higher Committee for Infectious Diseases will be integrated into the relevant system.  

Before entering the designated places/activities, the QR code on the person's vaccination certificate will be queried from the Adapass system (it can also be written manually).

All sectors listed must register on adapass.gov.ct.tr/company/register until 20/08/2021. Sectors not mentioned can optionally register at adapass.gov.ct.tr.

RULES IN CLOSED AREAS;
-It is obligatory to comply with the mask and distance (1.5 meters) rules in all closed areas, and if it is determined that the specified rules are not followed, penal action will be applied in accordance.

-Businesses will make arrangements so that the customer and employee total will be 1 person in a maximum of 5 m2. In order to maintain the social distance, these enterprises will be made to place a notice at the entrances of the enterprises regarding the m2 areas and how many people can be in the enterprise, including employees. 

RULES IN OPEN PLACES;
-It is obligatory to comply with the mask and distance (1.5 meters) rules in all open areas, and if it is determined that the specified rules are not followed, criminal action will be taken in accordance.

Full Decisions  
1. The criteria for entry into the country is stated as follows; (The country colors specified in the criteria will be updated every week).

-The current table regarding the color codes of countries will be applied by the committee from Monday, August, 16, 2021.

The following are rules that apply according to country colors;

DARK RED;
- Persons who have traveled to these countries in the last 14 days are prohibited from entering the country.

-TRNC citizens will be able to enter the country provided they provide a negative PCR test result done in the last 72 hours and must quarantine for 14 days.

RED;
- Those who have been vaccinated or caught the decease before, will be able to enter the country with a negative PCR result done in the last 72 hours and must quarantine for 5 days.

- Those who have not been vaccinated, will be able to enter the country with a negative PCR result done in the last 72 hours and must quarantine for 7 days.

Note: Vaccinated persons coming from England (United Kingdom) will be able to enter the country without quarantine until 31.08.2021. Re-evaluation will be made on the specified date.

-Covid-19 tests will be applied at all entrance gates, regardless of whether people coming from these countries are vaccinated.

ORANGE;
VACCINATED;
-Must have Negative PCR result done in the last 72 hours before the trip.
-Quarantine-free entry.

-UNVACCINED;
-Must have Negative PCR result done in the last 72 hours before the trip.
-Will quarantine for 5 days.

-Covid-19 tests will be applied at all entrance gates of people who will come from these countries only for those who are unvaccinated.

GREEN;
VACCINATED;
-No restrictions for those who have been vaccinated and caught the decease before.

UNVACCINED;
-Must have Negative PCR result done in the last 72 hours before the trip.
Quarantine-free entry.

-People coming from these countries will not be tested for Covid-19 at the ports.

GREY;
-Regardless of whether they are vaccinated, they will only be able to enter the country with a negative PCR done in the last 72 hours and must quarantine for 14 days. 

***As from Sunday, August, 15, 2021, people coming from Dark Red-Grey Countries will present a student certificate to be notified by the Ministry of National Education and Culture and new students will be able to enter the country with a negative PCR test done in the last 72 hours and must quarantine for 14 days.  
 
GENERAL RULES;
VACCINATED PERSON:

-Must have completed the vaccination program with the following vaccines from 14 days to 6 months of the last dose.

    -SINOVAC BIOTECH: 2 DOSES
    -SINOPHARM: 2 DOSES
    -COMIRNATY (Pfizer/Biontech): 2 DOSES
    -VAXZEVRIA (Astrazeneca/Oxford): 2 DOSES
    -COVID-19 Vaccine Janssen / Johnson and Johnson: 1 DOSAGE
    -SPUTNIK V: 2 DOSES
    -MODERNA: 2 DOSES   

-Persons will be considered as vaccinated if they receive two different doses of the above-mentioned vaccines.

-Persons who have had Covid-19 disease after 6 months will be considered as vaccinated if they have taken 1 dose of any vaccine.

-Persons who has had the disease can submit a positive PCR test result done between 30-180 days before travel. These persons will be considered as vaccinated persons.

-Children under the age of 18 will be able to enter the country with their vaccinated parents in accordance with the PCR test rules (children over 6 years old) according to the country category they come from
.
-Passengers will be evaluated according to the country in the highest risk group among the countries they have set foot/ been in in the last 10 days.

2. Border crossings within the island will be as stated below.
 - Level 1 (Green): No tests, no restrictions
 - Level 2 (Orange): Negative Antigen/PCR test every 7 days
 - Level 3 (Red): Passes are restricted. (Those who have taken Sinovac, Sinopharm or Sputnik vaccines, as well as dual-vaccinated individuals with EMA approved vaccines (One dose if Johnson & Johnson) can pass with a 7-day negative rapid antigen test or PCR test 14 days after their last dose of vaccine.

-Unvaccinated persons can pass with a 72-hour negative rapid antigen test or PCR test (including unvaccinated workers and healthcare passers-by). 
 
*People who request to come to the country from Orange-Green Color Category Countries via Southern Cyprus will be processed according to the country entry criteria specified above. However, people coming from Orange-Green Color Category countries and staying in Southern Cyprus for more than 10 days will be processed within the scope of Intra-Island Border Crossing rules if they request to cross into the country.

* Persons who come from Southern Cyprus will have the inner-island border crossing rule, except for the dark red and grey countries, if they are in Southern Cyprus for 10 days.

3. Persons who need to be quarantine according to the above criteria will be able to spend 10-14 days of quarantine at the specified residence addresses with their wristbands, provided that they show their address in the country and download the "Stay Safe Application" before coming to the country.

-In order to pass the quarantine period, they will go to their residence addresses either alone or accompanied by a driver, or by public transportation, taxi, touristic minibus permitted vehicles determined by the Ministry of Finance. People over the age of 65 and people who go abroad with the board for health reasons will be able to download the "Stay Safe Application" after they arrive in the country.

-Children under the age of 12 will not be fitted with wristbands.

Persons who do not comply with the above-mentioned rules, do not show their address of residence in the country and who want to come to the country will stay in central quarantine for 10-14 days, depending on the country they come from, in designated central quarantine hotels.

Individuals will pay the quarantine fees themselves and penal action will be initiated against them in accordance with the relevant legislation.

4. People who have contact with a Covid-19 positive person in the country that require quarantine will be subject to quarantine for 10 days. At the end of 10 days, if the PCR test result to be taken from the contact persons is negative, the isolation periods will be terminated.

-Covid-19 positive people in the country will be able to spend the quarantine process at home with a wristband, subject to the conditions specified.

-Persons who will come to the country with charter flights will be treated according to the criteria specified in the country categories.
5. Persons entering the casino must be vaccinated. Unvaccinated customers will not be accepted.

-Masks will be worn during their stay in the salon and social distance rules will be observed.

6. Higher Education Institutions can be opened within the scope of the plan to be made by the Ministry of National Education and Culture.  

-Students coming from abroad will be able to enter according to the specified country entry criteria.

-Studies have been initiated with the Ministry of National Education and Culture on which measures and/or practices will be opened for the 2021-2022 Academic Year.

-As from Sunday, August, 15,  2021, people coming from Dark Red and Grey Countries will present a student certificate to be notified by the Ministry of National Education and Culture and new students will be able to enter the country provided that they provide a PCR test done in the last 72 hours and must quarantine for 14 days.
 
7. Public transportation will be available in all districts within and between districts. Passengers will not be admitted to the driver's side of the vehicles. In buses, minibuses and minibuses, passengers will be transported with a seating arrangement so that one of the back seats of the driver's seat is empty, and 50% capacity will be operated with one empty and one full.

-During the journey, the windows will be open, air conditioning will not be used and everyone in the vehicle will wear a mask.  

8. It is obligatory to comply with the mask and distance (1.5 m) rules in barbers, hairdressers, beauty salons and tattoo studios/salons.

9. A maximum of one third of the outdoor and indoor areas of restaurants, patisseries, cafes and taverns will continue to be used for takeaway services.

-If customers received indoors are unvaccinated, antigen or PCR test done within the last 72 hours will be required. Persons working in these sectors are required to wear masks, and if unvaccinated, they will repeat their antigen tests every 7 days, if vaccinated, every 14 days.  

10. There will be live music in the open areas of restaurants, patisseries, cafes and taverns. Musicians performing live music will repeat their PCR tests every 7 days. 
 
11. Indoor areas of bars and clubs will not be used. However, regardless of the size of the areas, more than 250 people will not be admitted to the area.

-Customers to be accepted into the open spaces of these sectors must be vaccinated. Unvaccinated customers will not be accepted. Persons working in these sectors are required to wear masks and will repeat their PCR tests every 7 days.   

12. A maximum of one third of the outdoor and indoor areas of coffee houses, coffee houses, cafeterias and locales will be used. If customers admitted indoors are unvaccinated, antigen or PCR test done in the last 72 hours will be required.

13. Persons who will enter the country due to IVF treatment will be processed according to the entry criteria specified in Article 1 and Article 2. People who are planned to go from quarantine hotels to IVF Centers for treatment will be taken from the quarantine hotel for 3-4 hours with negative PCR test results or antigen in the last 72 hours and then return to the quarantine hotel after treatment.

14. Persons entering internet cafes will be registered and they will be able to use the computers for a maximum of 2 hours. If people admitted to the closed area are unvaccinated, antigen or PCR test done in the last 72 hours will be requested and it will be mandatory to wear a mask.  
15. Bet offices will be able to continue their activities within the framework of the conditions specified in the contract. One third of the closed areas of the offices will be able to be operated. There will be no food service at Bet offices. If accepted persons are unvaccinated, antigen or PCR test done in the last 72 hours will be required.

16. Persons who will take part in night clubs will be evaluated according to the criteria of the country they came from upon entry to the country. Accepted customers must be vaccinated. Unvaccinated customers will not be accepted.

17. It has been deemed appropriate for professional artists to perform their theater / concert / exhibition work / rehearsals in accordance with the hygiene rule. The performances will be held with a maximum of one third of the halls occupied. Social distance, mask rule will be followed. Everyone who will take part in the hall must have negative PCR tests done within the last 72 hours.

18. According to the size of the open areas for dance, ceremonies, music, concerts, etc. to be held collectively, the number of people will be determined so that one person per 2 m2 will be accepted, and the number of people accepted into an area will be determined at the same time. However, regardless of the size of these areas, a maximum of 250 people will be accepted.
 
19. It has been deemed appropriate to perform folk dances in open areas, provided that masks and hygiene rules are followed.
20. Only one third of the movie theaters will be used, and there will be no eating or drinking in the theaters. If accepted customers are unvaccinated, antigen or PCR testing will be required within the last 72 hours.

21. Indoor sports halls (fitness, individual) will be able to continue their activities within the framework of the conditions specified in the letter of undertaking. These halls will be able to start serving from 6:00am.

22. It has been decided to hold engagement, wedding, circumcision and ceremonies in open areas within the framework of the rules specified in the undertaking to be prepared.

- Engagement, marriage, wedding, circumcision ceremonies and pre-wedding parties will not be held indoors.

-The bride, groom and their first degree relatives will do the PCR tests within the last 72 hours before the wedding date.

- Masks will be worn at ceremonies and parties, the seating arrangement will be arranged by observing the social distance rule, no congratulations will be made, jewelry - money will not be thrown into the chest.

-According to the size of the wedding area, the number must be determined so that one person per 2 m2 and guests must be accepted to the designated number of areas at the same time. Regardless of the size of the areas, no more than 250 people will be admitted to the area at the same time.

23. It has been deemed appropriate that activities such as amusement parks, festival areas, tombola etc. should be set up in open areas, taking into account the social distance rules.

24. Worship/prayers will be held by following the social distance, mask and hygiene rules and using a maximum of one third of the closed areas to be worshiped. If the people who will enter the place of worship are unvaccinated, it will be mandatory to request an antigen or PCR test done within the last 72 hours. They will repeat their antigen tests every 14 days if they are vaccinated, and every 7 days if they are unvaccinated.

Contact Home Quarantine Criteria
1. In order to implement home quarantine, it is obligatory to have a separate room, toilet and bathroom belonging to the person in such a way that there is no contact with other individuals in the house (housing, dormitory, lodging, etc.). Otherwise, other non-contact individuals must stay in another residence.

In cases where these conditions are not met, the contact person is put into hotel quarantine.   
 
2. If there is an individual aged over 65 years living at home and/or with risk factors that may cause a severe course of COVID-19, quarantine is not allowed in the same house.

3. Persons living in public areas (housing, dormitory, military unit, etc.) and compulsorily using common areas cannot be included in the scope of home quarantine. Home quarantine is applied in institutions that can fulfill the conditions in Article 1.

-In cases where these conditions are not met, the contact person is put into hotel quarantine.

4. If there is more than one contact person living in the same house, home quarantine is applied in residences that meet the conditions in Article 1. If home conditions do not comply with Article 1, if individuals have the opportunity to stay in a separate house, home quarantine is applied.

-In cases where these conditions are not met, the contact person is put into hotel quarantine.

5. If the contact person is under the age of 18, accompanied by a parent and can fulfill the conditions in Article 1, home quarantine is applied. If home conditions do not comply with Article 1, if individuals have the opportunity to stay in a separate house, home quarantine is applied.

-In cases where both of these conditions are not met, the contact person is placed in hotel quarantine with a parent.

6. Home quarantine is applied in the presence of a contact dependent on someone else's care.

-The person who will provide his care tries to meet the conditions in the 1st article. The caregiver must also comply with home quarantine rules. He cannot accept visitors to his residence.

7. Hotel quarantine is also applied to people who do not wear wristbands or who cannot wear wristbands for any reason.

-Quarantine at home is when the contacts live without leaving the house and without contacting other people in the house. Home quarantine begins when the first PCR test result after the last contact date is negative. It is terminated when the PCR test is negative on the 10th day after the last contact date. The day after the last contact date is considered the first day.

** An important reason for quarantine is that you may be infected even though you show no signs of illness.

When a person has the virus without knowing they are sick or feeling any symptoms, they can transmit the disease to others. Quarantine helps prevent the spread of the disease.

Things to watch out for in quarantine at home;
1. The quarantine covers 10 days after the last contact date. Home quarantine is 7 days for people who are double vaccinated and have passed 14 days after the 2nd dose vaccination date.
 
2. No visitors are allowed to the house. Family members do not enter the room where the contact person is.
 
3. In order to increase air circulation, the window is opened for at least 15 minutes to ventilate the room from time to time.
 
4. Plates, spoons, forks, etc. materials that will be used by the contact person should be disposable if possible. If it is not possible, it should be washed in the dishwasher or using gloves at high temperatures.
 
5. Textile products such as clothes, towels and sheets used by the contact person are washed with detergent at 60-90°C.
 
6. If the contact person has a positive COVID-19 test, the areas where the person is located are disinfected. Disinfection is done with 1% diluted bleach (1 small tea glass of bleach is put into 10 liters of water).
 
7. Contact person should call 1102 and inform when he/she feels any symptoms (fever, cough, weakness, headache, etc.).

ISOLATION OF COVID-19 POSITIVE PATIENTS AT HOME
Necessary home conditions

1. Covid-19 positive patients must stay in a separate house in order to be placed in home quarantine.

2. If the person is in need of care or under the age of 18, he/she can be placed in home quarantine with his/her caregiver or a parent or a legally responsible person, provided that there is a separate house.

3. Covid-19 positive person who is placed in home quarantine is monitored with a wristband. He cannot leave the house during the quarantine (only in case of emergency, in line with the information of the quarantine center)

4. A visitor to the house where the Covid-19 positive person is quarantined is absolutely unacceptable.

FUNCTIONING OF THE PROCESS
1. The person is called by the personnel of the Ministry of Health and informed that the test is positive.

2. It is said that by going to another test center, not repeating the test should not increase the infection.

3. The person will come to the Pandemic Hospital at the time h/she is told, evaluations will be made and that it will be decided to be monitored at home or in the hospital.

4. If it is decided to be monitored at home as a result of the evaluation when h/shee arrives at the hospital, the wristband is put on and the patient is sent home. In case of any problem, the phone number to be contacted is notified.

5. On the 10th day of home follow-up, patients are given an appointment and control PCR is performed. If the test result is negative, the home quarantine is terminated or if it is positive, the test is repeated 3 days later.

6. If a positive person has an increase in shortness of breath, chest pain and existing symptoms (fever, cough, weakness, headache, etc.) at home, they should call 1102 and inform them.

Note If the Covid-19 positive person has not entered the quarantine alone because he/she is a child or in need of care, etc., when the patient's test becomes negative, the PCR test is also performed on the caregiver. If the caregiver's test is negative, the caregiver is placed in a  contact quarantine for 10 days this time.
